Technical assistance to the Permanent Committee for Amicable Acquisition (CPA) to improve the processes for releasing rights-of-way for road projects in Haiti through the creation of an adapted Sycosur and tools for archiving and popularizing expropriation processes
Mission:
As part of grants for upgrading the Haitian road network, the Inter-American Development Bank (IDB) identified the process of involuntary resettlement as one of the main bottlenecks in road construction in Haiti. The Permanent Committee for Amicable Acquisition (CPA), which depends on the Ministry of Economy and Finance (MEF), is the institution in charge of expropriation processes in Haiti and intervenes on all projects requiring expropriations, both on projects led by the Government of Haiti and projects financed by international donors where OP-710 (on involuntary resettlement) is applied. It is in this context that the IDB wished to support the institutional strengthening of the CPA as part of its mandate to free up rights-of-way for road projects. This technical assistance made it possible to develop a Sycosur adapted to the archiving needs of the CPA and to develop popularization tools on expropriations in order to facilitate its work.
Results:
Insuco provided the following deliverables:
- CPA operating diagnostic report;
- CPA medium-long term roadmap;
- Sycosur operational pilot adapted to the CPA archiving needs;
- Illustrated expropriation guides.
