Elaboration of an Environmental and Social Management Framework (ESMP) and a Resettlement Policy Framework (RPF) as part of the feasibility study for the structuring of Conakry’s downstream waste management sector
Client : Burgeap, on behalf of the French Development Agency (AFD)
Mission:
The waste management system in Conakry is currently unable to cope with the production of waste in a context of rapid population growth in the Guinean capital. In this framework, the European Union has asked the AFD to set up a delegation of funds to help structure the downstream waste management sector in the Conakry region and the communes of Dubréka, Manéah and Coyah.
The structuring of the downstream sector includes financing infrastructures (Technical Landfill Center (TLC), roads, transfer centres, etc.) and improving the regulatory, institutional, financial, and operational framework for waste management.
The mission had the following objectives:
- To study the technical feasibility of the project;
- To propose a structuring for the project on the regulatory, institutional and operational levels;
- To study the environmental and social risks induced by the project (including the climatic stakes of the project) and to anticipate their management.
Results:
Insuco submitted the following products to the client:
- A critical rereading of available documents on social risks;
- An Environmental and Social Management Framework;
- A Resettlement Policy Framework.
