Strengthening of a Corporate Territorial Responsibility approach for sustainable and inclusive territorial governance in extractive regions

Mission:
In countries like Ecuador, Colombia and Peru, where are implemented various natural resource exploitation industrial projects, Insuco has developed a framework for analysis and multi-stakeholder action, formalised under the Corporate Territorial Responsibility (CTR) approach. This approach aims at supporting sustainable and inclusive territorial governance, and relies in particular on a co-construction process to generate a long-term shared vision for the territory, to share responsibilities, challenges and opportunities, and to carry out collective action processes between high-impact industries, communities, other private actors, public institutions and civil society, with the support of international organisations.
Since 2016, Insuco has successfully implemented this approach within Lundin Gold extractive project Fruta del Norte, located in the South-East part of Ecuador. This project extends over an area of approximately 5 000 hectares and has an influence on the life and economic activities of around 20 000 people.
It is in this context that Ford Foundation decided to support Insuco, in order to strengthen CTR approach and evaluate its potential for replicability in other territories in Latin America.
Results:
The project is structured around the following axes:
- Consolidation of the approach developed on Fruta del Norte project, in particular by establishing a Centre for Territorial Articulation and Innovation
- Design of a protocol for the monitoring-evaluation and systematisation of the process and its results and impacts at local level
- Capacity strengthening for local stakeholders and establishment of learning networks on topics such as territorial governance or community project formulation
- Production of a methodology to identify the conditions necessary to replicate and scale-up the model of intervention in extractive region territories of Colombia and Peru, selection of priority territories
- Implementation of a communication and territorial mobilisation strategy around CTR
