Recent and ongoing projects

Mission:

The French Development Agency (AFD) is planning to grant a loan to the city of Bogota. In this context, AFD, in collaboration with the Secretariat in charge of planning and development, is developing a matrix for monitoring public policies and investment objectives based on the Bogota District Development Plan 2020-2024 “a new social and environmental contract for the Bogota of the 21st century”.

Thus, the main objective of the Simplified Strategic Environmental and Social Assessment, developed by Insuco, consisted of analyzing the policies pre-selected by the AFD, with the objective of identifying the environmental and social, as well as legal and gender challenges related to them and to the investments that will be supported by the AFD during its assistance to the implementation of the Development Plan.

The analysis conducted by Insuco focused on the following purposes of the plan 1) “Make a new social contract with equal opportunities for social, productive and political inclusion”; 2) “Change our living habits to green Bogota and adapt to and mitigate the climate crisis”; and 3) “Consolidate a multimodal, inclusive, clean and sustainable mobility model not only on a city scale but on a regional scale.”

Results:

The following deliverables were provided to the client:

• Preliminary report: review of secondary information sources; preliminary analysis of the policies considered a priority by the AFD; proposed EASE matrix, matrix of prioritized actors for the development of interviews;
• Final report of the simplified Strategic Environmental and Social Assessment: the first part addresses the actions developed within the framework of the EASE Methodology, given by the collection of primary information through virtual meetings with key institutional actors, as well as the impact assessment. On the other hand, the results of the evaluation, the relevance analysis, the approach of the management measures with the corresponding follow-up & monitoring are presented. Finally, the legal framework for the prioritized lines of action was presented.
