Review of the land acquisition, compensation and resettlement policy framework of the CBG’s mining project
Client : Compagnie des Bauxites de Guinée (CBG)
Mission:
Since the early 1960s, CBG has been exploiting a large bauxite plateau in the Boké Region, in Guinea. Since 2014, the company has launched an expansion project – financed by the IFC – to increase its production capacity. In this context of expansion, relocations are underway and are planned. CBG has developed a Resettlement Policy Framework (RPF) in 2015 that formalizes an approach to resettlement policy. The principles set out in this document no longer correspond today to the procedures implemented and actually observed in the field.
In order to develop a consistent approach to resettlement, the company has mandated Insuco to carry out this review while taking into consideration the company’s practices as implemented since 2015.
Results:
Insuco has submitted to the client the following deliverable:
A new Resettlement Policy Framework including:
- A description of the Project;
- A description of the institutional, legal and regulation context;
- A process for access to land and compensation;
- A process for the development of Resettlement Action Plans (RAPs);
- A process for the development of Resettlement Policy Frameworks;
- A Social Inclusion Management System;
- An organization of responsibilities;
- A monitoring and evaluation system.
