Pre-feasibility study for 3 road sections – Ethiopia

Mission:
The Ethiopian Road Authority (ERA) and Expertise France have been engaging in upgrading road sections in Ethiopia, throughout a road construction support agreement. INSUCO has been mandated to conduct a pre-feasibility Environmental and Social Impact Assessment (PF-ESIA) on the road sections concerned by the project. This study is mandatory within Ethiopian regulation on PPPs.
ESIA is a planning tool used in project appraisal and design, in view of ensuring sustainability and help to make the project responsive to community and social issues. Accordingly, the fundamental objective of the assessment for the current project is to ensure the proper protection of the socio-economic environment while developing the road project, and to ensure that the environmental effects of proposed activities are adequately and appropriately considered before decisions are taken for their implementation.
The project aims at constructing a new 4-lanes road section between Hawassa (Ethiopia, SNNP Region) to Moyale (Ethiopia, Oromia Region). As the final alignment is not known yet at the time this ESIA was prepared, the study used the alignment of existing routes for the report. These roads are referred to as A8 between Hawassa and Hageremariam and then changing to C80 between Hageremariam and Moyale.
