Operations Assistant (AEX) at the National Water and Sanitation Office of Djibouti (ONEAD)
Mission:
Faced with a situation marked by limited water availability, Djibouti must overcome significant challenges to ensure its population has constant access to safe drinking water and a sustainable, high-quality service. In this context, the National Water and Sanitation Office of Djibouti (ONEAD) is fully committed to modernising its public services. From 1 October 2024, ONEAD will partner with Veolia, through its subsidiary SEURECA, to establish ONEAD as a leading player in Africa in sustainable water resource management. The SEURECA-VEOLIA AFRICA-OiEau consortium, in association with Insuco, has been selected as the “Operations Assistant” (AEX) to support ONEAD.
For five years, the Operations Assistant will provide its expertise, advanced management tools, and experience to assist ONEAD in its transformation. At the heart of this project is the Operational Transformation Plan for the potable water service, which aims to improve ONEAD’s performance. Insuco’s mission is to support ONEAD in its transformation by focusing on gender (creation of a gender plan), social engineering (household surveys and focus groups with ONEAD’s clients and potential clients, assistance in developing a social transformation plan, support for structuring a social engineering service), communication (creation of an internal and external communication plan), and legal matters (updating the collective agreement).
The project also includes capacity building for ONEAD’s staff in these four areas; support for the implementation of actions defined under the Transformation Plan (coordination of activities, supervision, etc.); an evaluation of the situation at the end of the fourth year; and participation in drafting a continuity plan through a summary note detailing the actions carried out and the remaining actions to be implemented to ensure continuity.
Results:
The following deliverables will be provided to the client:
- An internal assessment of ONEAD focusing on the social, gender, communication, and legal aspects
- A Transformation Plan covering the social, gender, communication, and legal themes
- An evaluation report at the end of the 4th year on the progress of the situation
- A continuity plan
