External evaluation of the Project to support the revaluation and improvement of the quality of public educational provision in the North-West department of Haiti
Mission:
PARTAGE is a French NGO whose general approach is to strengthen the local capacities of civil society in the countries where it operates, by providing technical and financial support to its local partners such as the ADEMA association with which it has been collaborating since 2012 in Haiti. The project to support public schools in the Lower North-West of Haiti is thus implemented by ADEMA teams with the technical support of PARTAGE. With a total budget of 1,450,000 euros, 45% of which is co-financing from the AFD, this project aims to contribute to strengthening the governance of the education system at the local level, improving access to education for all and improving the quality of education. Coming to the end of its first phase implemented between 2021 and 2024, the project was to be subject to an external evaluation to assess the results achieved, analyze its relevance, coherence, effectiveness and efficiency, and thus formulate recommendations for the second phase.
Results:
Insuco provided the following deliverables:
- A strategic framework note;
- A hot restitution of the mission results;
- An evaluation report in preliminary and final versions, including recommendations for phase II of the project.
