External evaluation of the Palmis Mikwofinans Sosyal (PMS) social microfinance project, focusing on the financial, economic and social emancipation of the most deprived populations in Haiti
Mission:
Palmis Mikwofinans Sosyal (PMS) is a Haitian social microfinance institution offering local financial and social services to partners (micro-entrepreneurs) in several regions of Haiti in order to improve their living conditions. PMS has been technically and financially supported by Entrepreneurs du Monde (EdM) since 2003 and has received funding from the French Development Agency (AFD) for the implementation of a project whose objective is to “promote the financial, economic and social emancipation of the most deprived populations in Haiti”. This project has been implemented since 2021, and was to be the subject of an external evaluation whose objective was to analyze the extent to which it has effectively promoted access to financial and non-financial services for families in situations of great precariousness and contributed to strengthening their resilience. Insuco was mandated by Entrepreneurs du Monde (EDM) to carry out this evaluation among the project beneficiaries. This study specifically addressed:
- The effects/impact of the current crisis in Haiti on the lives of PMS partners;
- The new needs that have emerged from this crisis situation and to which PMS can respond within the framework of its intervention strategy and its missions, visions and values.
- The impacts of PMS services on the families of beneficiaries
Results:
Insuco provided the following services:
- Document review ;
- Structuring of collection tools and analysis of pre-existing PMS databases;
- Conducting data collection (quantitative surveys, individual interviews and focus groups).
Insuco submitted a framework note and an evaluation report in preliminary and final versions.
