Mission:

Electricité du Cambodge (EDC) 115kV Transmission Lines and Sub-stations Project consists in two 115 kV Transmission Line going from Baray substation to Steung Trang substation, and from Kratie substation to Preak Prasob substation for a total of 68 km, as well as the construction of one sub-station in Kien Svay. The EDC Project also includes rural electrification (not covered by the study), and one Battery Energy Storage System.

In addition to the national regulation, AFD requests EDC to conduct an environmental and social impact assessment within the framework of its Project design. This assessment has three objectives:

  • To help the Project Owner design a Project which respects the environment and populations by jointly defining activities and measures which need to be implemented in order to improve the environmental and social quality of the Project;
  • To inform AFD Group’s decision-making process by verifying the social and environmental viability of projects put forward for its financing and thus limit legal, financial and reputation risks;
  • To allow stakeholders to be informed and participate in Project design.
  • The objective of the study is also to provide EDC with a preliminary Resettlement Action Plan (RAP) to discuss land acquisition and involuntary resettlement.

Results:

The following deliverables have been submitted to the client:

  • An Inception report and Terms of Reference for the ESIA;
  • 2 Environmental and Social Impact Assessment (ESIA), including a Stakeholder Engagement Plan (SEP) and an Environmental and Social Management Plan (ESMP) compliant with AFD standards on one side and compliant with national regulations on the other side;
  • A preliminary Resettlement Action Plan (RAP) compliant with AFD standards;
  • Raw data, photos, Data Base, maps and bibliography.​
