Environmental and Social Impact Assessment (ESIA) and Resettlement Policy Framework (RPF) for the construction of two 225kV high-voltage lines (90 and 180 kilometres) and associated substations for the Souapiti-Kaleta Hydroelectric Complex Energy Evacuation National Project “La Côtière” – lots 1 and 4
Mission:
Elecnor has been commissioned by Guinea’s Ministry of Energy, Hydraulics and Hydrocarbons to build two entirely new transmission lines (225kV), two new substations and to extend an existing substation. The project is divided into two lots: lot 1 corresponds to the Boffa-Kamsar line (180 km), and lot 4 to the Boké-Gaoual line (90 km). A buffer zone of 500 meters on either side of each line was applied, within which 461 household surveys were carried out.
Deutsche Bank and UK Export Finance (UKEF) are the financial partners of this Project, providing the funds.
Insuco and its environmental partner Oryx were mandated to carry out the Environmental and Social Impact Assessment (ESIA) and a Resettlement Policy Framework (RPF), which are the reports required to ensure that the project complies with national and international standards.
Results:
The following deliverables were given to the client :
- 1 scoping study (lot 1 and lot 4) including avoiding measures suggestions and the ESIA ToR;
- Ongoing – 1 Environmental and Social Impact Assessment (ESIA) report, including in particular
- A study of the initial biological, physical and human environment
- Identifying and assessing the environmental and social impacts of the project;
- An environmental and social management plan (ESMP);
- A stakeholder engagement strategy;
- Ongoing – One Resettlement Policy Framework (RPF) report
