Assessment of the national environmental and social management system in Côte d’Ivoire
Mission:
In order to adequately protect people and environment from potential adverse impacts that could arise from WB-funded projects, the institution adopted a new Environmental and Social Framework (ESF), replacing the former Safeguard Policies by 10 Environmental and Social Standards (ESS).
To become fully effective, these theoretical principles must be translated into concrete measures as well as legal and institutional provisions in national contexts, when needed. However, at the State level, adjusting to this more completed framework will need time and resources that are limited in countries like Côte d’Ivoire. Yet, conformity with the WB ESS is crucial for Côte d’Ivoire as it provides the overall framework for the yet-to-be large-scale projects the WB intends to fund in the country. In this context, the WB identified the need to assess the national environmental and social management system (NESMS) in Côte d’Ivoire in compliance with the Bank’s ESS. Such study is useful to better understand the national legal and institutional frameworks which are usually complex and hard to interpret, identify the issues it intends to address and understand how effectively it operates to provide an action plan and roadmap to improve it. Thus, the main objective of the mission was to reinforce the NESMS.
Results:
Insuco provided the following deliverables to the client:
- A technical report 1 on the gap analysis between the SNGES and the environmental and social standards of the World Bank
- A technical report 2 on recommendations for strengthening the NESMS, and a roadmap for implementing these recommendations.
